After finding Joshua Seth's e-mail, I did what any curious fan would do. I e-mailed him
Here's the e-mail I sent him:

Dude, I LOVE Cyborg 009. What happened on those two episodes where you weren't the VA of 009, but rather the voice of Ichiro/Kikaider 01 from Kikaider was?
Give my props to the rest of the Cyborg 009 VAs...If you still can.

...Yea, that sounds like me alright
Here's Joshua's response:
Interesting that you noticed that.
It was a big mistake that those episodes went to air with that voice track. Before I joined the 009 project, I'd resolved to retire from voicing anime (it just doesn't pay enough). My friend Michael Sorich was directing 009 and the producers had just fired the lead because he sounded too wimpy. Sorich asked me to voice the series as a favor and I did. Those two eps were rerecorded along with the other half-dozen or so eps the previous actor had voiced but somehow they made it to air with the old voice track still on them. Actually, it really depressed the crew when that happened. It felt like none of the producers were even watching our work or cared what we were doing :-(
Anyway, you're the only fan I know who caught it so I thought I'd give you a proper response. Feel free to repost it if others are curious. I'm glad you liked the show. I think it's really good too :-)
Best,
Joshua Seth

Yea. The two episodes where his voice is different are...well, the one with 0011 in it (I can't remember the name off hand) and... Grr, the one where they're underwater and attacking the---Satin of the Deep?
Whatever. It's Ichiro's voice. From Kikaider.
...Yea.
